Our Goals
The goal of the Municipal Service Center (MSC) is to operate in a fiscally responsible manner and manage the City's infrastructure to ensure that Thousand Oaks remains one of California's most desirable places to live, work, and raise a family. Another equally important MSC goal is to protect the environment and preserve our limited resources.
About the Municipal Service Center
| The MSC is located at 1993 Rancho Conejo Boulevard in Newbury Park. Our employees are dedicated to maintaining the City’s infrastructure which includes landscaping, streets, water distribution, wastewater collection, emergency preparedness, as well as maintenance of City fleet and facilities. The MSC has a sign shop, vehice wash, Compressed Natural Gas fueling station, and water quality testing station. During the third week in May, the MSC hosts Public Works Awareness Week where school children and adults are invited to tour our facility and learn more about the work we do to maintain the City as we celebrate APWA National Public Works Week. Highlights include a drive through the vehicle wash in a City bus, demonstrations in the sign shop, welding, and fleet shop. Children of all ages are shown how we clean wastewater lines, how a water meter works, how beneficial bugs are used, graffiti removal, and other fascinating functions performed by City staff. About the MSC Divisions and Functions - "The Foundation of Our City"
Administration Customer service is our top priority at the MSC. Each year staff handles over 6,000 telephone calls and 5,000 work order requests for maintenance or repair services. Staff is responsible for customer service, dispatch, and office administration and support. Technology is a key component to the success of maintaining the City's infrastructure. MSC Information Technology staff supports all divisions to track, record and report a variety of tasks performed everyday. To insure the MSC operates smoothly, equipment like MaintStar (Computerized Maintenance Management System), ArborPro (street trees and sidewalk inventory), SCADA (centralized water distribution control system), and fleet management software are provided. | The provided presentation shared at the MaintStar User-Group is on our recently completed integration of iWater's infraMap and MaintStar, which bridges the gap between the Field Staff and MaintStar. It does so by providing an easy to manipulate graphic interface which puts maps of the City's Water and Wastewater infrastructure at the fingertips of the Field Staff, allowing them to interact directly with the asset in question when creating a work order. Assets worked on can be transferred to MaintStar from infraMap at the 'tap' of a button, greatly reducing time spent inputting data. We are currently working with the City-side GIS department to begin using infraMap in place of the current Field Asset Sheets, which will allow Field Staff to digitally interact with asset changes (additions, subtractions, replacement) which the City-side GIS department will then be able to easily confirm and import into the City-wide GIS database. This will do away with the paper trail along with some of the uncertainty present in interpreting sketches. We are also planning on deploying infraMap for use in the Landscape division for tree management and possibly Streets for sign management. |
Emergency PreparednessThe Public Works Department manages the City's response to emergency incidents such as fires, floods and earthquakes. The City supports the use of a Standardized Emergency Management Structure which includes the use of a citywide Emergency Response Plan. The City's Response Plan includes the use of trained employees that have been assigned specific roles and a public notification system (
VC Alert) that is used to advise employees and the public of a specific incident. The City also supports emergency volunteer programs such as
CERT,
DART and ASC in addition to

Fleet and Facilities Our Fleet Division provides preventative maintenance and repair for the City’s 200 vehicles and 380 pieces of equipment to ensure safe maintenance and reliable operation. One-third of our fleet runs on alternative fuel. Fleet also maintains a
Compressed Natural Gas (CNG) fueling station. This public CNG station helps keep our air clean; CNG is a “clean fuel” that emits fewer air emissions than gasoline. The City has made a commitment to use alternative fuels in as many vehicles as possible in an effort to reduce ozone-forming tailpipe emissions.
Landscape
The Landscape Division provides landscape maintenance at City facilities, medians, and parkways throughout the City, which includes irrigation, tree maintenance, overseeing landscape contract maintenance, and an annual weed abatement program. We also

Streets
The Street Division maintains the street infrastructure, which includes roadways, traffic signals, concrete sidewalks, curbs and gutters, and storm drains.
Street sweeping service is contracted out and is a major function of keeping streets clean, and debris out of our storm drains.

Wastewater
The Wastewater Division provides a safe and reliable wastewater collection system for the residents of Thousand Oaks. The wastewater collection infrastructure runs on an ongoing cleaning cycle with over 503 miles of wastewater collection mains and 6,500 manholes being maintained from the west end of Newbury Park all the way to North Ranch in Westlake Village.
Water
The Water Division is responsible for the operation and maintenance of the City’s water storage and distribution system. This includes the operation of 16 reservoir storage facilities, 15 pump stations, and two groundwater wells. The City of Thousand Oaks Water Division is one of three water purveyors in the City of Thousand Oaks.
